B-BBEE workforce reporting — getting your scorecard right

The Amended Codes of Good Practice put HR at the centre of three of the five scorecard elements: Management Control, Skills Development, and (indirectly) Enterprise & Supplier Development. Bad workforce data costs points, and points cost contracts.

What the verification agency actually asks for

  • Headcount by race, gender, occupational level (Paterson or Peromnes), and disability status — as at measurement period end.
  • Payroll registers for the full measurement year, reconciled to your EMP501.
  • Training records mapped to NQF level, with proof of attendance and cost.
  • Learnership and bursary registers with B-BBEE affidavits for each beneficiary.
  • The Employment Equity Plan filed with the Department of Employment and Labour.

The EAP trap

Most workforce-data pain comes from the Economically Active Population targets. The EAP is published per province by Stats SA, and your demographic representation is measured against it — not against a national average. If your head office is in Gauteng but your warehouses are in the Eastern Cape, you cannot use one national target. HRIS exports that don't carry province per employee will fail verification.

Skills Development priority points

Skills Development carries 25 raw points (Generic Scorecard) and has priority-element status — miss the 40% sub-minimum and you drop a full level. The common mistakes:

  • Counting training spend that wasn't on the WSP/ATR submitted to the SETA.
  • Forgetting that the 2.5% category B/C/D learnership spend is a sub-minimum on its own.
  • Recording AI/digital upskilling as "informal" when SETA-aligned providers could give you category F/G credits.

A reporting-ready data model

Your HRIS export should produce, per employee, per pay period:

  • Race, gender, disability status, nationality
  • Occupational level (Paterson grade) and EE occupational category
  • Province of workplace
  • Total guaranteed pay, variable pay, and benefits
  • Training events with NQF level, hours, and direct cost

If those fields are present and clean, the verification pack writes itself. If they're inferred from job titles at audit time, you'll lose a level.

AI fluency counts as Skills Development

Frequently asked questions

What is the EAP and why does it matter for HR?
The Economically Active Population is published by Stats SA per province and gives the demographic profile against which your workforce is measured for Management Control. If you measure against a national average instead of the correct provincial EAPs, your scorecard will be reworked at verification and you will likely lose points.
What B-BBEE level does a measured entity need to keep large contracts?
Most large procurement contracts now expect a Level 4 contributor or better, and several state-owned and listed corporates set Level 2 as a preferred-supplier threshold. Workforce data feeds three of the five scorecard elements, so HR has a direct line of sight on whether a level is achievable.
Does AI fluency training count toward Skills Development?
Yes, when it is structured. Informal AI upskilling is recordable as category F or G in the Learning Programme Matrix. If you deliver it through a SETA-aligned partner with assessments and credit-bearing outcomes, it can move into category D as a skills programme, which carries stronger evidence weight.

What is the Skills Development sub-minimum?
Under the Amended Generic Codes, Skills Development is a priority element. You must achieve at least 40% of the total available points and meet the dedicated learnership sub-minimum (2.5% of leviable payroll on category B, C, and D programmes for black people), or you drop one full B-BBEE level.
How is disability reported on the B-BBEE scorecard?
Employees with disabilities are counted toward Management Control and attract a bonus point on Skills Development. The definition follows the Employment Equity Act: a long-term or recurring physical or mental impairment that substantially limits prospects of entry into, or advancement in, employment. Documentation must support the classification at verification.
Can a multinational use a foreign HRIS and still pass B-BBEE verification?
Yes, but the exports need to carry SA-specific fields the global HRIS often does not capture by default — race, gender, disability, province of workplace, Paterson or Peromnes grade, and EE occupational category. Plan an extension layer in your HRIS or a SA-specific data warehouse view before your first measurement cycle.
